If you don't see that file it's because it is normally hidden. Files starting with a dot are always hidden on UNIX derivatives, including Linux, the operating system most likely in use by your server. You can always create a blank (no contents) file named .htaccess and upload it to your administrator directory in order to reset the password protection.
IMPORTANT! You may also have a .htaccess file in your site's root, that is one directory above your administrator directory. Do not remove that file as it is required for the correct operation of SEF URLs.
